Description
This course centers on “societal involvement,” covering core DRR theories/terminology and global trends (e.g., Sendai Framework, SDGs), compares disaster management systems in Taiwan, Japan, the U.S., and Indonesia, and analyzes Taiwan’s landmark cases (1999 Chi-Chi Earthquake, Typhoon Morakot, 2024 Hualien Earthquake, and the Matainan barrier lake). We also examine DRR technologies (EEW, public warning, remote sensing, big data), the roles of NGOs/NPOs, and Taiwan’s contributions to regional DRR. Through case studies, project presentations, and scenario drills, students develop applied skills in cross-sector governance and resilience building.

◆ Pre-class reading & participation: Weekly readings with guiding questions; active discussion.
◆ Brief reflections: Weekly bilingual (ZH/EN) bullet-style reflections (300–500 words per language).
◆ Group project: Either a four-country system comparison or a Taiwan case deep-dive; deliverables include a policy memo, poster, and oral presentation.
◆ Scenario drill: SOP walkthroughs and role assignment based on PWS/EEW scenarios.
◆ Final paper: A synthesis proposing risk-informed preparedness via societal involvement.
